Does anybody off hand know if a gps map 195 can be web updated?
Or is it a chip that must be replaced?

Updates can be downloaded from Garmin's site as long as you have the
proper update cable. (I updated mine about 18 months ago).

Yep, I finally found the proper page. I downloaded it and it didn't want
any money? but I'm not really done yet, now they want information....

Yes, it can if you have the data cable.
The cable connects to a DB-9 serial port on a Windows computer.
