Looking at the Super Bowl restrictions I have to wonder what the value
of requiring aircraft in the outer ring be on a VFR flight plan. After
9/11 it made sense to me that the TSA didn't understand what a VFR
flight plan was, but you'd think that by now they'd have figured it
out. Will ATC verify with FSS that you opened your flight plan before
issuing your transponder code??? This isn't even a reservation system,
it doesn't say there is any pre-approval required.
