All I keep getting are red 'x's and file names like:
stewardes%20%283%29.jpg. The images open if I click on the paperclip, but
they don't show up on OE.

The %20 is the ASCII equivalent of a space, it all depends on what
character set you're using and what your newsreader will accept.

Try Western (ISO-8859-1) or (ISO-8859-15) and avoid like unto the plague
Unicode.

Of course, with OE, nothing is certain.

I'm using OE and if you double click on the paper clip, it opens up fine.

Yah, I'm having the same problem. I just save them manually and view
and rename them with GWS.

Correct, if the poster is not using spaces in the file name, there will be
no problem.
