Does anyone know if the cigarette lighter plug that comes with the
Garmin 396 can be used on a 24-volt system (assuming it would
physically fit) The manual is vague on this.

Is the 24Volt system stepped down to 12Volt for the Cig lighter?
Check the auto/aircraft manual for that one.

There are not too many appliances that are ready to plug into 24Volt
systems.

Could always "smoke check" with a cheaper appliance.

In my 28 volt plane the cigar lighter jack was wired in series with a low
ohmage power resistor. This was undoubtedly to allow the use of a standard
car-type 12 volt heater element in the lighter. With a GPS plugged into the
jack, I got 28 volts.

That is for the unit. Garmin calls the cigarette lighter adaptor the
"12-volt" adaptor. Sounds like it should be called the "11-35V
adaptor". Perhaps ambigous would be a better word than vague.

The Garmin 296, 396, and 496's are between 12 and 30 volts you don't have to step that down at all. just plug it in. Some cell phones and pdas you might burn up without a step down resister but for the most part there are a lot of items out there that will used more than 12 volts.
