I assume you mention this because this could be used by crews to track
cross-country sailplane pilots or even track location of crash.
For the lasts few years, all new cars have a gps device in them.
Between the cell phones and the cars, the government knows where
everybody is.

Lots of people keep their cell phones turned off except
when they, themselves, want to use them; no tracking
there.
Do the new cars have an off switch? I'd guess there
are considerable numbers of people who would not want
to be tracked for any number of reasons.

I thought I had a reasonable understanding of GPS but perhaps I was
wrong. Can you please explain how the presence of a GPS device in a
vehicle allows anyone, except a person in the vehicle, to know where
the vehicle is located.

There are quite a couple of high-end cars which couple the GPS to a GSM
device to automatically transmit the position in case of the airbags firing
off.
