I can't imagine that this hasn't been discussed but I didn't find anything
in my search. I've been ignoring it since it specifically says "NON CIVILIAN
GPS." But, this just seems so weird.
!GPS 04/036 ZAU NON CIVILIAN GPS MAY BE UNREL OR UNAVBL WITHIN A
240 NM RADIUS OF 420153N/913847W AT FL400 WEF 0704250001-0712312359
That's April 25 through the end of the year, right? Non Civillian. FL400? No
higher. No lower. No block altitude. The lat/long is somewhere around Cedar
Rapids, IA, right?
That's that all about?

I'd guess that Collins is doing some high-tech testing/development work.

A disk with a radius of 240 NM has an area of 180,979.2 nautical miles
square. It's huge.

War games? Jamming testing? Because it's localized over Cedar
Rapids, it's not a fault of the satellite system. I guess you could
inquire with KZKC KANSAS CITY (ARTCC),KS

Unfortunately, that link doesn't produce the NOTAM. Selecting KZAU
checkbox then "View Notices" button at the bottom of https://www.notams.jcs.mil/
works, though.

Most likely jamming/interefence testing.

Sounds likely to me. Since it's become
politically and practically impossible
to turn the entire GPS system off to
neutralize a hostile threat, the government
is working on equipment and techniques to
deny GPS coverage over specific areas.
Probably a test of that equipment.
