Marion Clifton Blakey (born March 26, 1948) was the 15th
Administrator of the Federal Aviation Administration. She
was the second woman to hold the position, serving as a
successor to Jane Garvey, the first woman to hold the
Administrator title.
There was considerable labor strife and anger among FAA
employees during Blakey's reign. She led the FAA's
controversial actions to severely cut pay and implement much
more stringent work rules for air traffic controllers, which
the agency accomplished via declaring impasse during
contract negotiations and unilaterally implementing the
agency's offer. Also, technical workers expressed their
disgust with an FAA offered contract by a 98% "no" vote.
During Blakey's reign, the FAA saw airline delays skyrocket,
with 2006 being the worst year ever for delays; as of June,
2007, more than twice as many flights were delayed than were
delayed in 2002. As of August, 2007, even the FAA's own web
sites admitted that delays were 19% greater than 2006.
One magazine declared "Almost everything about flying is
worse than when she arrived."[5]

Jane Garvey (Jane Famiano) was head of the U.S. Federal
Aviation Administration from 1997 to 2002.
Garvey earned her B.A. from Mount Saint Mary's
College[disambiguation needed] and her M.A. from Mount
Holyoke College and has been awarded several honorary degrees.
She was appointed by President Bill Clinton and holds
several "firsts" for an FAA Administrator: she was the first
Administrator appointed to a 5-year term, the first female
Administrator, (NOTE VERY IMPORTANT) and the first
Administrator who was not a licensed pilot. She had
previously worked as a teacher, highway safety
administrator, and the director of Logan International Airport.
She currently serves as the chairwoman of the
Capital-to-Capital Coalition, which works to promote
non-stop service between Beijing and Washington Dulles
International Airport.
