Boy = frisbee. That's all they ever do if they don't have a dog

Could the paper bin be there for people to put their leftovers and empties
in or maybe it's a signal fire in case some rescuers turn up

Looks like the boy is attempting to catch a frisbee.

and the wire basket is at the end of the yellow caution tape.

(kind of hard to mark off the area when there is no place to
put the warning/caution/hazard/police tape..)

I didn't even notice the tape, but then I tend to ingore warnings :-)
