Looking for someone in the Phoenix area that can weigh my LS3-A. If
they could come to my hangar in Scottsdale that would even be better.

I'm curious...
If a sailplane is registered experimental and let's say no "changes"
have been made to it, how often is one required to do a weight and balance.
Next question. Does the weight and balance need to be done by an A&P????

It depends... Most glass gliders POH specify that a weight and balance must
be accomplished at a certain interval (5yrs?). The certification paperwork
for the experimental airworthy certificate state that the Manufacturer POH
and Maintenance guidelines must be followed to maintain the experimental
airworthy cert. Thus recurring W&B are required.
Perhaps the original OP had a change?
As to who? I believe an A&P.. but it may require an IA, I'll defer on that
one.
