Well, I just took a look at the GoogleEarth track of the flight in question.
It appears to me he never crossed the Mexican border. However, he did come
within 70 feet of doing so.

Al,

I wasn't there so I can't answer you question; however, if you look at the
IGC file of the flight plotted on a sectional, he crossed the border. The
difference is indicative the error near the edge of Lambert Conformal charts

I am so glad that you guys keep up with the daily reports from the SSA
website. Or even look at the pictures we upload.

The .sua file is not actually the boarder, there is a buffer.

But the handcuffs were real.
