I believe they are spoilers to reduce lift.

You are correct - actually termed 'high-drag airbrakes', if you look
carefully tou'll see that there are matching ones under the wing too.

They are spoilers and, if you look carefully, you'll note there are also a
single set under each wing. Originally there were two sets (upper and lower)
per wing but it was found only a single lower set per wing was required.

Airbrakes. Small, but surprisingly effective.
