OLC League 2008 - is it complete?

Still no rules for 2008 on the OLC website... A query sent a week ago
to help at onlinecontest still hasn't been answered.

Last year there were 19 rounds and we have now completed 19 rounds
this year. So is it over?

The rules are there, but only in German. The last weekend for the 2008
League was Aug 30-31. The scoring was adjusted a little this year. The
handicaps are different this year, too, but only for the League. Unless
the Babelfish translator totally confused me...
