IMHO, yes, pretty much "Dead".
Too few posters interested in posting on
this rather 'unique' subset.
I would hope everyone interested in the proper subjects,
has added the newsgroups:
rec.aviation.military -and
sci.military.naval

I still check in here most days, , , but ??

Many newsgroups are coming up short, due to the witchhunt
started by the AG of New York.
mostly alt. groups but many ISP's are dropping their usenet servers
because they think its easier, and quicker than fighting cityhall
