Flight test?? Are the test officers the two guys standing on the
fuselage (in a reasonably light wind by the look of their coats), or
the others running on the ground and seeming to keep up with it?

I'm surprised no-one had identified this yet. It's Igor Sikorsky's Ilya
Muromets (spellings vary) from 1913.
