Is there a safe way to carry water ballast when the outside air temperature is below freezing?

I own an LS4A glider which has developed a leak in the left wing. The bags do not leak and I have done every thing I can think of to fix the leak. If anyone has had a similar problem I would like to hear from you and maybe make the repair.
