Two Q's: Cruise Clearance, Searchable AIM by

clearance. Simple enough, cleared between the MEA and the altitude
limit, but I also read somewhere that it is also used to clear you for

amending the departure time as I was leaving 1.5 hours later than the
proposed time. I called the FSS and was told the IFR flight plan gets

minimums (RA100) on CAT I intstrument approaches. If this is true,
then how is the CAT I approach altered? Is the DH simply lowered?
