Panel lights breaker pops by

Has anyone seen this?...1974 Warrior panel lights don't come on, and
when I turn the rheostat past a certain point (almost full bright) the

on the ham frequency and can easily be viewed on a Google map anytime.

How are these things being repaired, with a 1"-wide aluminum sheet doubler
sandwiched between the corrugated skins? That's what one of the IA's here
suggests, other than replacing the skins, which would cost an arm and a leg.
