Towing to the airport by

I'm looking to tow my plane to the airport. I've seen aircraft towed
on their own wheels. I called the local police department and they
said I had to use a trailer. Does anyone know the "road rules" for
towing aircraft to the airport?
I tried googling for federal or state (Maine) regulations...

Get an A&P license via the EXPERIENCE method or at a community college
and join a flying club. Or become a CFI, and do likewise. No homebuilt
flies that cheap.

Looking at buying an altitude encoder for the transponder in my
yet-to-be-born homebuilt.
I see some altitude encoders have an RS-232 output for sending altitude
information to a GPS. What kind of functionality does this provide? Is it

Quick question for the group. When setting the torque on prop bolts (I
have bolts with nuts), if the hole for the cotter pin doesn't line up
with the castleated nut at the proper torque setting, is it better to go
tighter or looser to get the hole lined up. My gut instinct says
tighter,...
