Where is the FAF on the GPS 23 approach to KUCP? by

I cannot find a charted final approach fix on the GPS 23 approach to KUCP
(New Castle, PA):

The Garmin 530 and UPSAT GX50 both consider Bryne intersection to be the
FAF, but there is no Maltese cross.

Do you use the throttle to increase/decrease power to match the ground
speed to the approach speed table so the time is correct to the MAP?
Or,
Do you use the distance to the airport to determine/verify the MAP, even
though the time may not...

The Garmin 430 documentation says that you can use the GPS for course
guidance on an ILS/LOC up until the final approach fix. Where exactly
does the approval for this come from? My inclination would have been
that in absence of an overlay, you could not use GPS anywhere after

I'm presuming flying IFR in light snow in a Skylane RG with no deice
equipment other that the pitot heat is OK if the temp is low enough to
preclude sticking, perhaps -10c or less.
This comes up as I contemplate flying to Minneapolis early next week.
Just is case there could be other opinions...
