That depends on when this scenario takes place. During the Cold War,
carriers were part of SIOP, so the A-6Es would be loaded with nuclear
weapons and sent off to bomb somebody.

Today, carriers have no such role or weapons. All actions would be
defensive in nature.

What tactics and weapons would then be used against any possible enemies
either in the air, water, or underwater?


The same tactics and weapons that would always be used, but with more
liberal rules of engagement.

Do U.S. fast attack subs
normally cruise with a carrier battle group?


Currently, yes.
