I can only relate this to Canada of course, but the Canadian system
was
based on the British so it won't be far wrong. The RCNR (and by
extension the RNR) was made up of civilians who worked at sea as a
profession -- for example ferry captains and crews, pilots, that sort
of
thing. In comparison the RCNVR (RNVR) were civilians who joined
units
primarily from an enthusiasm for the sea. They didn't have to have
any
experience per se. There was an old saying that "The RCNR were
sailors
trying to be gentlemen; the RCNVR were gentlemen trying to be
sailors;
and the RCN (the regular navy) were neither trying to be both."

In Canada the two organizations were merged following the Second
World
War, as the RCNR.
