The local zoning board is your biggest hurdle. In many rural areas, you'll
have no problem at all.

The FAA doesn't really have any input into the how/where/why of grass strips
(excepting airspace conflicts).

Factors?? Cost, size, drainage, whether your neighbor(s) will have a fit,
etc.

The upkeep is like on a lawn. Mow it, fertilize it, and occasionally level
out ruts and/or bumps.
