The cracks are around the area where the rudder stops hit the screws mounted
in the bulkhead.

These are exactly the cracks addressed by AD 72-07-09, and Cessna SE
72-3. You must replace the bulkhead with a new, unimproved unit that is
still subject to the same weaknesses (and the same AD). A rudder lock
would prevent these cracks from developing again, though.
