There really doesn't have to be any "strong arming". Do you remember when Lady
Bird bought a TV station (for peanuts) when it couldn't get its license
renewed. Then all of a sudden, the license approval went thru and the station
was worth a bundle more. There was no strong arming - the license people just
knew who now owned the station.
