desired. news.announce.newgroups is moderated, and the
Followup-to: header will be set so that the actual discussion
takes place only in news.groups.

My suggestion seems consistent with the FAQ.

These are the people
who brought you rec.aviation.piloting and
all of the rec.aviation.* groups. There are rules and
regulations for creating new groups.
