No. (with one exception that I am aware of pre-merger - an Austrian
who is now a citizen by now I think.)

Yes. e.g., JAL Cargo (JAA), All Nippon Cargo, Cargolux, Air France
Cargo, others. Belly freight on dozens of other foreign passenger
carriers.
