Could work. How about this:

Dear Islamist terrorists: It stops NOW. The next terrorist attack by
Islamists, anywhere, against anyone, will result in reprisals against
detainees in Gitmo and/or Palestinians held in Israeli jails. For
each person killed by a terrorist, one Islamist detainee will be
delivered by helicopter to a Palestinian refugee camp. Shoved out the
door at 1,000 feet agl.

If there is a second attack, prisoners in the amount of TEN TIMES the
number of innocent wounded will be "returned" in the manner just
described.

If there is a third attack, the city of Medina (the bithplace of
Mohammed) will be leveld by cruise missiles.

If there is a fourth attack, Mecca gets paved.

It STOPS NOW. Get it?
