You have to make an appointment. The certificate must be signed by an
Inspector (FAA examiner) but they don't get to ask you questions (no
oral). The only qualification is passing the AGI test and the FOI (or
holding another CGI or CFI).

I didn't have to make an appointment. Just took the test results and
the 8710 and popped in to the local FSDO while I was in the
neighborhood, and the FAA guy signed the paperwork. Took all of 5
minutes.
Since 9/11 the FSDO in Sacramento won't even open the door unless you
have an appointment. They claim they do a back ground cbeck. If you
just show up, you have to stand outside.
Also, you might risk an FAA inspector not being in the office at the
time.
