Friday Harbor on San Juan Island is not a wild party town. It is just more of a
town than Eastsound on Orcas Island. Friday Harbor House is on the bluff
overlooking the harbor. It's not cheap, but it is premiere accommodations.

There is a whale museum in Friday Harbor who offers whale watching tours.

On another part of San Juan Island is Roche Harbor, more premiere

I've never seen Orca whales, but I have seen migrating grays and humpbacks off
the Pacific coast.
