I had a similar problem with the Flight Link helicopter collective's
twist throttle control. The solution was to fiddle with that axis's
Sensitivity in FS2004. It took me a long time to figure that out but now
it works great.... So just in case you haven't, check your Sensitivity
for that axis.

P.S. all that said, I was able to calibrate the throttle axis I
mentioned in Win XP's Game Controllers applet. If you can't even get
that far, then indeed I would say there's a more fundamental problem.

The flight controls were setup using the Microsoft Game Controller. This
worked for pitch, roll and yaw but not for braking action.
Have installed but not used or setup FS 2004 . Will follow your
suggestion
and use this program to try and activate the brakes.
My previous attempts to bring the brakes on line used, I thought, every
possible combination the Game Controller offered. I cannot count the
number
of tries attempted and neither Flight Link nor Elite have come to my
rescue.
My deduction has been that the pedal unit is faulty. Before I make any
claim I will continue to explore the possibilities.

to options-controls-assignments, select the joystick page, pick the
brake and tell it to redefine it.
