Yes, 61.159. (a) requires at least 1,500 hours total time as pilot as
pilot including ...(4) "250 hours of flight time in an airplane..."

Clearly they intend for flight hours other than in airplanes to be
included in the 1,500 total. If the 1,500 hours had to all be in airplanes
or all in powered aircraft, the FAR would specifically say so; it does not.

The above is a gross simplification and the total flight experience
requirements span several paragraphs and allow simulator time,
second-in-command time (if acquired in an airplane), and even flight
engineer time to count towards the 1,500.
