Your best bet is probably CYTZ Toronto Island (Toronto City Center)

Although it is right in the heart of the city traffic and you have to take
a dumb little ferry across 400 feet of water... you will be close to the
freeway than runs through the heart of Mississauga.

CZBA is the closest but a 2800 foot runway, and probably the weakest
facilities of the bunch... you'd have to check with the contacts to see if
it suits you. I know nothing about it.
The others are on the west side of Toronto, like Mississauga, but are all
at least as far away as CYTZ.
