When did they deregulate energy in California?

Everything I've read indicates that they never even came close to
deregulation.

Some analysts at CATO Institute and Reason Foundation independently and
pretty accurately predicted what eventually happened in California before
the ink was dry on the governors signature.

I'm sure that this is all true but the power companies were all for it and
it was less regulated than before. The airlines all clamored for
deregulation in the 70s....be careful what you wish for...
