Again.. practical "need" is not a "legal requirement". Maybe the lawyer
wanted the business of drawing the lease up or something.. or was
protecting his turf in doing that sort of business.

That I can understand. What is bizzare is that I have heard from a
person who says he is a qualified NY lawyer state that the need for a
dry lease comes from some sort of interaction between the FAR
requirements and renting an aircraft outside the USA.
