Never had that problem. I always file IFR plans that terminate or
transit through the ADIZ on DUATS. Never been a problem. I believe
you have to use FSS for flights originating in the ADIZ.

It's not an issue of whether you have had a problem. The "so-called"
rules say it must be filed with the FSS. Sure, chances are you're
not going to have a problem unless SOMETHING ELSE goes wrong and then
they decide to string you up for not following the stated procedure.
