Ok, so you CAN reach Potomac Approach on the ground at Tipton? That's all I
really needed to know.

As other people said, there is an RCO of the '5 clicks to call
potomac' variety, but honestly, you're better off calling them on a
cell phone from the tarmac. Especially during busy VFR days, you have
to redial a bunch of times, and the RCO is just slow.
