Default Cirrus for Cops raffle.... anyone know if this is legit?

If I can proof its real I will buy a ticket.

Pilot with a 3rd class medical certificate dated March 2001.)

The FAQ http://cops-cirrus.easystorecreator.com/FAQ.asp indicates
that 3,500 tickets need to be sold before August 31,2006. That night
a ticket number will be picked. If it fails to match one of the 3,500
(of 9,999) numbered tickets, they will draw another number each month
thereafter until a winning number is picked.

The question I would have, is how do you know the drawing is
legitimate? Given the police corruption routinely exposed in the news
media, I'd want an independent organization to conduct the drawings.
