Serbia/Yugo/Bosnia, Somalia, Iraq(x2), Afghanistan, etc, etc.

NK's leader(s) know the US negotiates with countries with nukes - Iran and
Pakistan come to mind.

NK's leader(s) wants to be in the second group.
