It is neither FAR or Club thing.. it is the TSA.

It is a requirement for powered flight. THE TSA REQUIRES CFIs to VERIFY
NATIONALITY.

It is NOT REQUIRED for GLIDER TRAINING. The exemption letter is posted on
the SSA Web page.
