Default Did Congress really ask for this?

In 1980s Congressional testimony the FAA was told
that airmen should not get their medicals unless it could
be predicted there was less than a 1 per cent chance of a
cardiac event in the next five years. This was given as
the reason a Cessna 140 driver is held to a higher medical standard
than truck drivers, nevermind that some trucks are orders of
magnitude more dangerous to third parties than a small Cessna.

I would appreciate whatever information is available on this
testimony - preferably the full text of the discussion and
who said what.
