Default Wings question

If I do SeaWings phase 1 and then do land wings, is that phase 1 or
phase 2?

Each operates individually:
You would then hold FAA Wings 1 Airplane
and FAA SeaWings 1 Seaplane.

I hold FAA Wings 18 Airplane
and FAA SeaWings 5 Seaplane

Yes, that is 23 different years (and only one "wings per year").
I haven't even started in on glider wings. :-)
