Could be that at one time it was modified to do some specific task, like
airborne mapping, photography, something like that, and required mods that
would also require a restricted airworthiness certificate. Then they
removed the mods and restored the aircraft to its original configuration
and the standard airworthiness certificate would apply.

You had better have a knowledgeable person go through the logs with a fine
tooth comb to make sure they are accurate and good to go.
