Is 91.175 enforced in the USA?

I have a hard time imaging a pilot would want to fly a homemade GPS
approach.
I don't know why...I've flown homemade approaches all over the third
world using equipment far less accurate than GPS(Omega and INS) in big
jets. Sure as hell beat some of their ADFs in a thunderstorm.
I guess it depends on the situation. I've certainly done a few homemade
approaches in Mexico. However, that is in class G IFR where I don't
have to worry about running into someone's airspace. Baja is very easy
because you just put yourself off the coast, descend over the ocean
(which is pretty flat) and turn inbound.
