I don't think it matters whether they want them or not. If it's a
long flight, particularly with stop-over, make the reports; it's your
butt it'll save.

Before getting the Instrument Rating, I used to just file a separate
plan for each leg. Now I usually file IFR for cross-country because
then they always know where you are.
