The guy sounds either like a nutcase or a land speculator trying to
force out airport operations.

A similar thing happened to a friend of mine in California. In that case
it was a residential airpark where the original developer owned the
runway, but the residents had contractual rights to use it.

The owner got greedy and tried to close the airport to develop it for
more housing. The residents won, after a protracted court fight.
