If the local FSS briefer is busy you aren't
going to get kicked to the front of the line because you used a
different phone number.

No but you can manually go to a less-than-local briefer while the 800
number folks stay in line for their default briefer. Of course once
Lockheed figures this out, they will start routing calls without regard
to locality, and the gig will be up.
