I've done the caravan arrival before. In truth its a much more
efficient way to get large number of planes in at the same time. Since
it only works when everyone can fly at the exact same speed (and stage
at a nearby airport), it really only works for the type groups. We
were also required to have an FAA employee ride in the lead aircraft.
If the carvans did not exist and everyone had to use the standard
arrival, there would be a lot more waiting for everyone.
