Yes, it is true. I wouldn't call it pseudo-random noise, just
pseudo-random modulation. Even these radars will have a band-limited
spectrum.

Since the waveform is not coherent, you are limited to noncoherent pulse
integration and you couldn't use pulse-Doppler processing.
