The first place to look is your town's zoning ordinance. If it has
one, it probably prohibits "airports" in residential areas. (Probably
not in agricultural areas.)

Now you need a definition of "airport". To me, that means a place open
to the public.

I think the thing to do is talk to your neighbors and ask them if they
have any objection. If they don't, go ahead and do it if it doesn't
cost too much. Maybe just make trial landings to begin.

Then if the town pesters you, look wide-eyed and ask for a variance
based on hardship. You'll get the variance if your neighbors aren't
against you.

If your town doesn't have a zoning ordinance, then so much the better.
But I'd still try to charm the neighbors first.
