2000 ft. grass strips look like every other hay field in many parts of
the country, and aren't all that useful as VFR features.

See Salmon River, right in the middle of the chart? For years, flying
with a chart, I thought it was a hay field. My GPS pointed it out
as an airport.
If it's paved, you've got a point.
